This project is based on an integrated platform, developing a platform for safety, environmental protection, and emergency response. It helps the park management committee monitor enterprise safety production, videos, major hazard sources, public areas, and enterprise emission indicators. The main goals and values are:
• Integrated safety, fire protection, and emergency response. Based on a GIS (Geographic Information System), this integrates safety supervision, environmental protection, and emergency rescue into a single application platform. Assisted by video image acquisition and audio-video integration, it combines functions such as alarm receiving, alarm handling, decision support, resource management, command, and dispatch. This achieves diversified alarm methods, networked command systems, accurate rescue locations, rapid command delivery, scientific command and dispatch, interconnected auxiliary functions, real-time dynamic information, and information-based fire command, effectively responding to various fire accidents, minimizing losses caused by disasters, and ensuring the safety of people's lives and property.
• Integrated emergency plan training and drills. This system will decompose each part of the emergency plan—emergency organization, emergency response, emergency rescue procedures, and emergency assessment—managing them throughout their lifecycle. These will be integrated into the system, and through 3D simulated training and drill videos, the content of the plan will be virtually displayed, allowing emergency personnel to more intuitively understand the key elements of emergency drills.
• Integrated park enterprise operations. Park development relies on the development of enterprises, and the healthy development of enterprises requires the park to provide a good environment and supervision. Therefore, the park and enterprises are mutually beneficial and promote each other, especially in terms of safety and environmental protection. The primary responsibility for safety and environmental protection lies with the enterprise, while the park has a supervisory responsibility. This plan will build a joint supervision platform for safety and environmental protection, allowing both enterprises and the park to remotely monitor alarm parameters for major hazard sources and high-risk processes, and to grasp the real-time dynamics of high-risk enterprises.
• Integrated regional collaborative command. As the emergency command center for the entire blue economy development zone, the management committee coordinates emergency rescue for enterprises within its jurisdiction, and simultaneously promotes resource sharing among enterprises in the jurisdiction, enabling collaborative and rapid emergency response. Therefore, the construction of this plan is based on the overall emergency positioning of the park, establishing an emergency rescue platform that integrates emergency resource coordination, emergency response linkage, and regional collaborative command.
